The majority of funding for Planned Parenthood—60 percent—comes from Medicaid, which is a federal health insurance program for people who do not make enough money to pay for health insurance themselves. When a woman with Medicaid coverage goes to Planned Parenthood, the organization submits a claim to Medicaid, and the federal government covers the cost. The rest of the funding comes from a program called Title X Family Planning Program, which is the only federal grant program dedicated exclusively to helping low-income people access reproductive health care. This program is what allows organizations such as Planned Parenthood to provide health care on a sliding fee scale, where the patient pays for services at a discounted rate or receives them for free, depending on what they can afford.
